Elevating Youth Voices, Building Trust and Civic Cohesion Project also known as the Civic Leadership Programme (CLiP) is aimed at contributing to the meaningful participation of youth in local democracy by strengthening strategic engagement with youth in Enugu East Senatorial District and their elected lawmakers from their senatorial districts using a creative and participatory approach that empathises and elevates youth voices.

The objectives of the project include:

  • Develop the capacity of young civic campaigners and empower them to influence, mobilise, and meaningfully engage young people and lawmakers.

  • Promote civic cohesion in areas with high civic apathy and distrust by educating young people about the power of their voice and collaborative opportunities with the government.

  • Facilitate trust-building by bridging the gap between young people and lawmakers to co-create an empowered community.

  • Document impact learning that will be available for young people and civic society organisations interested in community projects that promote accountability and transparency in government.

Project Phases

Phase 1: Application and Selection

Call for Applications will be announced across platforms and will be released to invite young leaders from the Enugu East Senatorial District to apply. Applications will be received, and selected applicants will undergo interviews.

Application Period: March, 2024 –  June, 2024  

Phase 2: Orientation and Training

The five selected Civic Champions will undergo comprehensive orientation and training sessions focusing on leadership development, community engagement, and strategic advocacy.

Duration: June, 2024 – July, 2024  

Phase 3: Community Engagement and Project Implementation 

The Civic Champions will actively engage in community activities, driving meaningful youth participation, and influencing positive changes in their communities.

Duration: July , 2024 – October, 2024  

Phase 4: Evaluation and Reporting  

This phase will focus on evaluating the impact of the Civic Leadership Programme and compiling reports on achievements and lessons learned, with feedback from participants, community members, and stakeholders.

Duration: November, 2024- December, 2024

The Civic Leadership Programme (CLiP) is for young people in Enugu East Senatorial District which aims at equipping youth with skills to mobilise and engage with decision-makers, building trust and civic cohesion. The five Champions will help strengthen youth participation in local democracy by influencing peers and other community members, developing resources and strategic engagement with elected government officials.

The programme targets young leaders from the Enugu East Senatorial District who are selected through an application and interview process.

Applications were received and reviewed, and selected applicants underwent interviews to choose the most exceptional candidates.

Why the project?

Since Nigeria’s return to democracy in 1999, there has been a gradual increase in civic deserts, leading to a disconnect between citizens, especially young people and the government. This has resulted in a lack of unity and readiness to address the national issues, with few opportunities for meaningful engagement. 

In Eastern Nigeria, this disconnect has led to a trust deficit between youth and elected officials, causing disengagement, apathy, and limited participation in local governance. Despite a growing desire among young people to drive positive change, there are a few opportunities available. Civic education is also limited, leaving many young people unaware of their rights, responsibilities, and how to engage in democratic processes.

Building on the success of our SpeakUpStandOut (SUSO) Project which saw 37% of youth activists from Enugu State deliver projects driving positive change, the CLiP project will now resource and inspire youth leaders to work with their lawmakers to make a difference in their communities.
